3.6.2 AREA OF RESPONSIBILITY

The SAR service and facilities are available within Taipei FIR.

3.6.3 TYPES OF SERVICE

Details of related rescue units are given in Table 3.6.3 Search and Rescue Units. In addition, various elements of the coast guard, firefighting, police force, military organization and merchant marines are also available for search and rescue missions, when required. The aeronautical, maritime and public telecommunication services are also available to the search and rescue organization.

3.6.4 SAR AGREEMENT

There is no agreement between the SAR service of Taipei FIR and the SAR service of adjacent FIRs. However, SAR service and facilities are available to adjacent FIRs upon request from the National SAR unit when they do not have sufficient SAR resources to support SAR operations in their home territory. SAR aircraft intending to enter Taipei FIR on a SAR mission shall dispatch a flight plan (a similar message in the case of a rescue vessel or rescue boat), giving full details of the flight to Taipei NRCC and Taipei ACC. The NRCC and ACC will acknowledge the message as soon as practicable and granting permission for such operations.

3.6.5 CONDITIONS OF AVAILABILITY

The SAR service and facilities in Taipei FIR are available whenever a suspected or actual distress situation is reported within Taipei FIR. The NRCC assembles all SAR resources while the coast guard, firefighting, police force, and military units deploy the rescue work. ATC personnel, in response to a report of a suspected or actual distress situation, will help with temporary airspace restriction to facilitate the SAR flights. All SAR aircraft will be utilized for searches. Police force and local trained volunteers will augment these SAR resources.

3.6.6 PROCEDURES AND SIGNALS USED

  1. Procedures used by aircraft
    Procedures for pilots-in-command observing an accident or intercepting a distress call and/or messages are outlined in ICAO Annex 12, Chapter 5.
  2. Communications
    1. Transmission and reception of distress messages within the Taipei Search and Rescue Area are handled in accordance with ICAO Annex 10, Volume II, Chapter 5, paragraph 5.3.
    2. For communications during search and rescue operations, the codes and abbreviations published in ICAO Abbreviations and Codes (Doc 8400) are used.
    3. Information concerning positions, call signs, frequencies, and hours of operation of the aeronautical stations in Taipei FIR are published in the AIP-Taipei FIR ENR 2.1 and AD 2.
    4. Air traffic control facilities will continuously watch on the international emergency frequencies 121.5MHz and 243.0MHz. All coast stations will watch on the international distress frequencies CH16 (156.8MHz).
  3. Search and rescue signals
    The search and rescue signals to be used are those prescribed in ICAO Annex 12, Appendix A.
