3.3.1 RESPONSIBLE SERVICE

Air Traffic Services Division of the Civil Aviation Administration is the authority responsible for the overall administration in the provision of air traffic services within Taipei FIR.

The air traffic services are provided in accordance with the provisions contained in the following documents:
1. Rules of the Air
2. Air Traffic Services
Differences to these provisions are detailed in subsection GEN 1.7.

3.3.2 AREA OF RESPONSIBILITY

Air traffic services are provided for the entire territory of the Republic of China, including its territorial waters as well as the airspace over the high seas within theTaipei FIR.

3.3.3 TYPES OF SERVICES

The following types of air traffic services are provided:
1. Flight Information Service
2. Air Traffic Control Service (Area Control, Approach Control and Aerodrome Control Services)
3. Alerting Service

With the exception of certain military aerodromes, air traffic services in the Taipei FIR are provided by the Air Navigation and Weather Services (ANWS), Civil Aviation Administration (CAA).

Air traffic control service are provided in controlled airspace, and the service in airspace other than controlled airspace is subject to pilots' request and after coordination with the related units.

Air traffic control is exercised in airspace of:
1. ATS routes
2. En-route Radar additional controlled airspace
3. Terminal control areas
4. Class B, class C, class D, and class E surface airspace
5. Instrument departure, arrival route and instrument approach procedures

3.3.4 CO-ORDINATION BETWEEN THE OPERATOR AND ATS

Co-ordination between the operator and air traffic service is effected in accordance with Rules of the Air and the direction of Air Traffic Services.

Information relative to an intended flight or portion of a flight shall be in the form of a flight plan and be provided to air traffic services units before departure or during flight.

Air traffic services units, in carrying out their objectives, shall operate in accordance with the direction of Air Traffic Service.

3.3.5 MINIMUM FLIGHT ALTITUDE

The minimum flight altitude on the ATS routes, as presented in PART 2 section ENR 3 of this AIP, have been determined so as to ensure 1000FT vertical clearance above the highest obstacle within 5 nautical miles on each side of the center line of the route.
