3.4.1 RESPONSIBLE SERVICE

The authorities responsible for the administration of communications services in the Taipei FIR is the Civil Aviation Administration and ROCAF the ROCAF. Arrangements for such services on a continuing basis should be made with Civil Aviation Administration.

3.4.2 AREA OF RESPONSIBILITY

Communication services is provided for the entire Taipei FIR.

Radio navigation services
The following types of radio aids to air navigation are available:
LF/MF Non-directional Beacon (NDB)
VHF Omni-directional Radio Range (VOR)
Instrument Landing System (ILS)
Localizer Type Directional Aid (LDA)
Distance Measuring Equipment (DME)
Locator (L)

Mobile service
The aeronautical stations maintain a continuous watch on their stated frequencies during the published hours of service unless otherwise notified.
An aircraft should normally communicate with the air-ground control radio station that exercises control in the area in which the aircraft is flying. Aircraft should maintain a continuous watch on the appropriate frequency of the control station and should not abandon watch, except in an emergency, without informing the control radio station.

Fixed service
Messages are transmitted via Aeronautical Telecommunication Network (ATN):
The messages to be transmitted over the ATS Message Handling Service (AMHS) should follow ICAO Doc 9880.
The messages to be transmitted over the Aeronautical Fixed Telecommunication Network (AFTN) are accepted only if:

they satisfy the requirements of ICAO Annex 10, Vol. II, Chapter 3, 3.3;
-
they are prepared in the form specified in ICAO Annex 10;
-
the text of an individual message does not exceed 1800 characters.

Language used
English or Chinese is used in radio telephony; English is used in telegraph.

3.4.6.1 D-ATIS and D-VOLMET
|
D-ATIS services are available at RCTP, RCSS, RCKH and RCMQ. D-VOLMET service provides significant meteorological information (SIGMET) for Taipei FIR and meteorological information (METAR, SPECI and TAF) for RCTP and RCKH.

3.4.6.2 Data Link Departure Clearance (DCL)
|
DCL services are available at RCTP, RCSS and RCKH. Aircraft equipped with ACARS compliant with ARINC specification 623-2 and the EUROCAE specification ED-85A may request and receive the IFR departure clearance via either SITA or ARINC routing. Should there be any difficulty in obtaining DCL messages, contact Clearance Delivery or Ground Control of that tower via voice communications.
