1.10.1 PROCEDURES FOR THE SUBMISSION OF A FLIGHT PLAN
|

Taoyuan, Kaohsiung, Taipei Flight Information Stations (FIS) are authorized for acceptance of flight plans departing from Taipei FIR.
-
Flight plans for flights approved by CAA or airport authorities can be submitted in person, by FAX or AFS to FIS, or submitted through Aeronautical E-Service (AES) website, or Web Service.

Except for emergency missions, a flight plan shall be submitted by the pilot-in-command or the designated representative from 60 minutes to 120 hours before departure and date of flight (DOF) be specified in item 18. For ATFM efficiency, it is recommended to file the flight plan at least 3 hours prior to EOBT.

For international flights, flight plan shall be submitted by taking the timely requirements of crossed FIR ATS authorities into account.

Ways to submit a flight plan:

Airlines applying for initial use of AFS shall prepare information such as name of the airline, AFS address, local agent, contact person, telephone number, and submit to Taipei Flight Information Center via FAX, AFS or E-mail in advance.

Airlines filing Flight Plans by AES Website (https://aiss.anws.gov.tw) should first register an account on-line and fax the account list to Taipei Flight Information Center in advance for approval.

For FPL submission through Web Service, an Interface Configuration Document (ICD) and a user ID and password must be acquired from Flight Information Center in advance to facilitate flight plan filing and inquiry between two systems.

1.10.2 REPETITIVE FLIGHT PLAN SYSTEM

Domestic scheduled flights
-
Repetitive flight plan (RPL) can be submitted via the Flight Management Integration System
(https://caafmis.caa.gov.tw)
-
AES website (https://aiss.anws.gov.tw) is the backup.
-
International scheduled flights
Airlines shall submit RPL conforming to ICAO Doc 4444 to Taipei Flight Information Center.

1.10.3 CHANGES TO THE SUBMITTED FLIGHT PLAN
|

If a submitted flight plan is expected to be delayed for more than 30 minutes, the flight plan should be changed or cancelled by the pilot-in-command or the operator.

Before departure, any amendment including delay, change or cancellation of a submitted flight plan should be informed as soon as possible. The date of flight shall also be included in the amendment messages. If the amended item is 7 (Aircraft identification), 13 (Departure Aerodrome) or 16 (Destination Aerodrome) , original flight plan should be cancelled and a new flight plan should be submitted.

A flight plan and associated DLA,CNL,CHG message in correct format will be transmitted to the appropriate ATC units. Applicants can check the status of a flight plan from AES website.

1.10.4 FILING FLIGHT PLAN ROUTE FOR RNAV COMPLIANT AIRCRAFT AT TAIPEI/TAIWAN TAOYUAN INTERNATIONAL AIRPORT
|
Standard Instrument Departure (SID) and Standard instrument Arrival (STAR) are given by ATM system automatically according to which runway in use. Operators may include the relevant SID/STAR in the flight plan route if considered necessary.

|
For a flight to be conducted in accordance with the instrument flight rules, at least one destination alternate aerodrome shall be selected and specified in the operational flight plan, unless:
-
The duration of the flight is less than 6 hours flight time and the meteorological conditions prevailing are such that at the estimated time of arrival at the aerodrome of intended landing, and for a period one hour before and one hour after such time, approach and landing may be made under visual meteorological conditions; or
-
The aerodrome of intended landing is isolated and there is no suitable destination alternate aerodrome.
Helicopters operating under the conditions aforementioned in the subparagraph 2 of the preceding paragraph shall have a point of no return selected and filed in the operational flight plan.
