IMPLEMENTATION OF ICAO STANDARD INSTRUMENT DEPARTURE AND STANDARD INSTRUMENT ARRIVAL PHRASEOLOGIES IN TAIPEI FIR

1 INTRODUCTION

1.1. This circular is to inform airline operators and pilots on the changes to the ATC-pilot phraseologies to be used when operating on standard instrument departure (SID)/standard instrument arrival (STAR) procedure. Effective from SEP  25, 2024, Taipei FIR will implement ICAO standard instrument departure and standard instrument arrival phraseologies (CLIMB/DESCEND VIA SID/STAR) in accordance with DOC 4444 sixteenth edition.
1.2. The intent of the ICAO SID/STAR phraseologies is to clarify expectations for ATC and pilots. Use of the core phraseology (CLIMB/DESCEND VIA SID/STAR) means that pilots must follow all published level and speed restrictions along the SID/STAR profile.

2 BACKGROUND

2.1. SID/STAR provides a safe and efficient way of prescribing a large amount of information through procedure design. Both depict the lateral profile of an instrument departure or arrival route and the level and speed restrictions associated with it.
2.2. Over time, the benefits of SID/STAR have decreased through the development of non-harmonized practices and inconsistences in certain elements of SID/STAR phraseology. As a consequence, the expectations of ATC and pilot may not be synchronized when SID/STAR phraseology is used, and certain terms misinterpreted. This presents a safety risk that requires a renewed effort to adopt harmonized SID/STAR phraseology.
2.3. To build a common understanding, harmonized phraseology is implemented globally by ICAO. The established solution was designed to provide pilots with certain direction regarding expected level and speed at all times. The new procedures rely on core phraseology (CLIMB/DESCEND VIA SID/STAR) to indicate the level and speed restrictions associated with a published procedure. Besides, specific phraseology is introduced to instruct pilots to cancel the published restriction, as well as to leave or rejoin a procedure.

3 WITH THE IMPLEMENTATION OF THE NEW SID/STAR PROCEDURES

3.1. If a pilot is cleared via SID/STAR, inform ATC on initial contact. CLIMB/DESCEND VIA SID/STAR clearances must be read back.
3.2. Unless a pilot is cleared direct to a waypoint, or vectored on purpose, the pilot must always comply with the lateral profile of the SID/STAR.
3.3. When ATC assigns a level, the pilot must climb or descend to the ATC-assigned level and follow the guidance in this AIC regarding adherence to level and speed restrictions.
3.4. ATC must clear an aircraft to a certain level before the aircraft can climb or descend on the SID/STAR vertical profile.
3.5. When no published restrictions exist, or no remaining published level or speed restrictions on the SID/STAR, the phrase CLIMB AND MAINTAIN (level) or DESCEND AND MAINTAIN (level) will be used.
3.6. When unable to meet a published restriction, a pilot must inform ATC as soon as possible.
