ENR 3.3 AREAHELICOPTER NAVIGATION (RNAV) ROUTES


Operating Procedures for RNAV ATS Routes

  1. Applicable Aircraft
    Aircraft which carries RNAV equipment certified to apply criteria of ICAO Doc 9613 (PBN Manual) may plan to operate on RNAV ATS routes.
  2. Flight Plan
    According to the equipment and capability, designators in item 10 and item 18 shall be filled in the flight plan form for aircraft complying with RNAV equipment regulation to operate on RNAV ATS routes.
  3. ATC Instruction
    ATC may instruct applicable aircraft to fly direct to a RNAV waypoint from any position whenever the aircraft has reached an altitude higher than the minimum vectoring altitude.
  4. In-flight Contingency Procedures
    All contingencies cannot be covered, these procedures provide solely as guidance for such aircraft unable to maintain required navigation performance or to stay in the airspace dimensions.
    Flight crew shall notify ATC of contingency (equipment failure, weather deviation), state his/her intentions, and obtain an ATC clearance as soon as possible.

3.3.1 RULES GOVERNING SMALL AIRCRAFT VFR FLIGHT

Small aircraft (including helicopters) operating VFR flight in Taipei FIR shall follow rules in Rules of the Air.
The flight rules pertinent to small VFR aircraft in Rules of the Air are abstracted as follows:

Article 2. Definition
  1. Small Aircraft: Aircraft weight does not exceed 12500 lbs., exclude ultra light vehicles.
  2. VFR Flight Following: A service provided by ATS to pilot of small VFR aircraft by maintaining air-ground communications for alerting service.


Article 66. Small aircraft (excluding helicopters) operating as passenger or cargo flights shall follow IFR rules and flying via ATS routes in area where ATS routes have been established.

Article 67. Small aircraft operating as VFR flight shall comply with following rules:
  1. Except for emergency search and rescue missions or authorized special flight in the designated area, or general aviation flights, shall fly via corridors in area where VFR corridors have been established and follow regulations applicable to the particular corridor.
  2. When operating at or near airports, follow the Rules of the Air Article 26. If entering classes B, C, D, E surface airspace and airport traffic pattern, small aircraft shall request and obtain a clearance from the air traffic control unit in jurisdiction with the following items:
    1. Aircraft identification.
    2. Present position, altitude, and heading.
    3. Class B, Class C, Class D, Class E surface airspace and airport traffic pattern penetration time, altitude, heading, bearing and distance from the airport.
  3. During the flight, a pilot intends to change altitude or corridors, he shall submit the request to VFR Flight Following service.
  4. When flying in area where no VFR corridor has been established, shall report to the Flight Following services its position and estimated time over the next reporting point every 15 minutes during flight, except authorized by appropriate ATC unit.


Article 68. Information of the VFR corridors is published in Taipei FIR Aeronautical Information Publication (AIP).

Article 69. If no position report or landing information is received from a small aircraft conducting VFR flight, 5 minutes after its estimated time over reporting point or 30 minutes after its estimated time of arrival, the ATC unit providing VFR Flight Following service shall execute a communication search and shall notify the search and rescue facility to conduct a physical search and rescue when the communication search is completed or 15 minutes after the communication search is initiated and the aircraft has not been located.

3.3.2 RESPONSIBILITY AND SECTORIZATION OF FLIGHT FOLLOWING AREA

  1. Taipei Area Control Center (TACC):
    Responsible for the communication search and application of search and rescue operation in flight following sectors within Taipei FIR.
  2. Taipei Approach Control Tower:
    1. The VFR flight following position, call sign "Taipei Flight Following", is responsible for VFR flight following, and for maintaining direct air-ground communications as well as small aircraft search and rescue co-ordination within the Taipei flight following sector.

    2. between Suao and Yuli :135.8MHZ
    3. between Yuli and Gangzihbi :119.5MHZ
    4. between Hsinchu and Siluo :135.8MHZ
    5. between Siluo and Sigang :119.5MHZ
    6. south of Sigang :135.8MHZ

3.3.3 SMALL AIRCRAFT VFR CORRIDORS

3.3.3.1 Related provisions

Small aircraft flying in VFR corridors shall observe the following:
  1. Altitude limits between 500FT and 3000FT MSL, except otherwise authorized.
  2. Pilots shall make position reports to the Flight following unit concerned when flying over compulsory reporting points, as provided in Air ground communication unit, and submit position reports when over non-compulsory reporting points as requested by Flight following unit. Position reports shall contain the following items:
    1. Aircraft identification
    2. Position
    3. Altitude
    4. Heading
    5. Estimated time over next reporting point
    6. Weather conditions
    7. Others
  3. Enter corridors at a 45-degree angle to the direction of the corridor to be flown and leave corridors at a 90-degree angle. When entering or leaving a corridor, pilots shall report to flight following unit and ensure the safety of operation.
  4. Safe separation for use in VFR corridors:
    1. West, odd-numbered VFR corridors:
      1. Keep to the right when flying in corridors along the freeways.
      2. Recommended altitude separation when flying in corridors not established along the freeways:
        North bound- 500FT MSL, 1500FT MSL and 2500FT MSL.
        South bound-1000FT MSL, 2000FT MSL, and 3000FT MSL.
    2. East, even-numbered VFR corridors:
      1. North bound-500FT MSL, 1500FT MSL and 2500FT MSL.
      2. South bound-1000FT MSL, 2000FT MSL, and 3000FT MSL.
  5. Pilots and ATC shall assist each other in relaying flight information so that ATC can take appropriate action to ensure flight safety.

  3. 當RCR6限航區有活動時,使用鳳鼻頭及恆春間之C9,應先協調空軍同意。
  4. 當RCR34限航區有活動時,航空器不得進入。
  5. 枋寮大橋至恆春段有陸軍UAS活動,請參閱ENR 5.2。


 
  1. Between Fengbitou and Fangliao Bridge, fly 1.5NM west of coastline (ocean side). Between Fangliao Bridge and Hengchun, fly Provincial Highway along coastline (land side).
  2. Two way radio communication may not be maintained for segment between Donggang and Hengchun below 1500FT.
  3. Prior coordination with ROCAF is needed before flying VFR corridor C9 (between Fengbitou and Hengchun) if there are activities in restricted area RCR6.
  4. Aircraft shall keep away from restricted area RCR34 where there are activities.
  5. UAS activities between Fangliao Bridge and Hengchun, refer to ENR 5.2.

The publication of lateral boundary in small aircraft VFR corridors was intended to facilitate local authorities to conduct examination of the establishment of obstacle markings and lightings in accordance with "Obstruction Marking and Lighting Standards". Pilots flying in these corridors shall still follow VFR regulations. The lateral range of VFR corridors are not for limiting the area to be flown within.

3.3.4 OPERATIONAL PROCEDURES FOR VFR HELICOPTER ROUTE H1 AND H2

3.3.4.1 Applicable Airspace

VFR Helicopter Route H1 and H2.

3.3.4.2 Operating Weather Minimum

  1. When weather conditions reported at the airport meet the standard VMC, operate on H1 and H2 according to the VMC operational procedures.
  2. When weather conditions reported at the airport of respective control airspace are below VMC with a ceiling not less than 500FT (the ceiling not less than 900FT in Songshan Class C Airspace) and a ground visibility not less than 1500M, operate according to the SVFR operational procedures in 3.4.4.3.

3.3.4.3 SVFR Operational Procedures

  1. General
    1. Pilots intended to operate on SVFR routes shall be IFR certified, and the helicopter must be properly equipped for IFR operation.
    2. These procedures are not applicable at night.
    3. Separation standards of SVFR operation procedures are adopted only when weather conditions meet the above 3.4.4.2, item 2, and IFR arrivals are executing ILS, PAR, TACAN or Localizer straight-in or circling approaches to Taipei/Songshan, Taipei/Taiwan Taoyuan or Hsinchu airport.
    4. Pilots shall make visual reference to surface and landmarks. On the single direction routes, pilots shall fly along the line of landmarks; on others, pilots shall fly the right side of the route and keep 1/2 NM from the line of landmarks to maintain separation between SVFR helicopters.
    5. All route segments are published with an upper limit. Unless other forms of separation exist and approval has been obtained from ATC, pilots shall operate at or below the upper limits so as to maintain separation with IFR traffic. Except when necessary for take-off or landing, or except when restricted by the upper limits, helicopters shall not be flown at a height less than 500FT above the surface.
    6. Pilots shall request an ATC clearance before take-off and advise ATC whenever he departs from the route structure.
    7. When passing the route juncture, pilots shall maintain a lower maneuvering speed to see and avoid other aircraft and maintain required separation.
    8. The VFR helicopter routes are established with compulsory and non-compulsory reporting points. ATC may instruct helicopter to hold over the reporting points. The standard holding pattern will be right turn and for 1 minute. Except for flight safety, ATC shall not direct helicopters to hold over Dajhih Bridge.
    9. To prevent TCAS equipped aircraft from doing unnecessary evasion to avoid SVFR helicopters, ATC is responsible for providing arriving or departing IFR aircraft with traffic information.
  2. Separation Standards
    1. Between SVFR helicopters: 1NM.
    2. Between a SVFR helicopter and an arriving or departing IFR aircraft:
      1. 1/2 NM, if the IFR aircraft is less than 1NM from the landing airport.
      2. 1NM, if the IFR aircraft is 1NM or more from the airport.
  3. Noise Abatement
    If weather conditions permit, pilots flying over congested areas, hospitals or schools, shall maintain the upper-limit altitude for noise abatement, and operate in compliance with the noise abatement procedures as specified in the operation manual.
  4. Holding position
    Unless otherwise instructed by tower, SVFR holding position shall be:
    1. Taipei/Songshan airport: north of Mouth of Keelung River and south of Mouth of Sindian River.
    2. Taipei/Taiwan Taoyuan airport: Taipei Port   and Guanyin.
  5. ATC Clearance
    1. Pilots shall request SVFR clearance from ATC facility 3 minutes before take-off or before entering the control airspace by stating aircraft call sign, present position, estimated time of departure (or entry into the airspace) and destination.
    2. ATC clearance may include route designators, reporting points or holding instructions.
    3. The take-off, landing or crossing runway of helicopter requires an additional and specific ATC clearance.
    4. Examples of ATC clearance:
      1. "NA503, the Songshan class C airspace is in IMC, say intention."
      2. "B77009, cleared to Tank Area via H1, and cleared to cross runway 05L; proceed via Taxiway NP to helipad."
      3. "B77099, cleared to Mouth of Keelung River via H1 and hold north of Mouth of Keelung River; expect five minute delay."
      4. "B55507, cleared to Taipei Port   via H1; traffic S70C passing the Mouth of Danshuei River."
      5. "NA507 has the arrival traffic Uni Air MD90 in sight, request maintain visual separation and join final directly."
      6. "Glory 854 , traffic 2 miles northeast of airport, southwest bound, helicopter has you in sight, and will maintain visual separation."

3.3.4.4 Related Regulations

In situations not adequately covered by this procedure, the provisions in the "Rules of the Air", and "Air Traffic Management Procedures" should be applied.

3.3.5 TAIPEI/SONGSHAN AD VFR HELICOPTERS OPERATIONAL RULES

3.3.5.1 All VFR helicopters are urged to obtain approval to operate within Songshan class C airspace by the Taipei approach in advance.

3.3.5.2 Taipei/Songshan active runway 10:

  1. Arrival:
    1. Landing from the northwest of Taipei/Songshan AD:
      Whenever there is no relative traffic, VFR helicopters are cleared to cross the final of RWY 10, maintain VFR fly southward from Bailing Bridge, Dajhih Bridge and land. Whenever there is traffic concerned, tower shall maintain visual separation and provide traffic information, thereafter, the inbound VFR helicopter via Bailing Bridge, Dajhih Bridge and land. If unable to accomplish visual separation, instruct the landing helicopter to the north of Guandu Bridge, maintain VFR at or below 1000FT right turn and hold. Stand by for further instructions.
    2. Landing from the southwest of Taipei/Songshan AD:
      Whenever there is no relative traffic, VFR helicopters are cleared to approach from Yingge via west end of Jhongsiao Bridge and Rongsing Park. Whenever there is traffic concerned, tower shall maintain visual separation and provide traffic information, thereafter, the inbound helicopter via west end of Jhongsiao Bridge and Rongsing Park. If unable to accomplish visual separation, instruct the landing helicopter to the south of Mouth of Fujhou Bridge, maintain VFR at or below 1000FT right turn and hold. Stand by for further instructions.
    3. Landing from the east of Taipei/Songshan AD:
      Whenever there is no relative traffic, VFR helicopters shall maintain VFR and follow the instruction to land. Whenever there is traffic affected, the helicopter is instructed to hold at east of Sijhih, maintain 1000FT at or below until the traffic is cleared, thereafter, continue approach. If the arrival VFR helicopter has passed Sijhih, all IFR departures shall be suspended until the VFR helicopter has joined the downwind or tower is able to maintain visual separation, thereafter, IFR departures are allowed to depart.
  2. Departure:
    1. Departing to the southwest of Taipei/Songshan AD:
      Whenever there is no relative traffic, VFR helicopters are cleared to join VFR corridors via Rongsing Park, west end of Jhongsiao Bridge and Yingge. Whenever there is traffic concerned, tower shall provide traffic information and maintain visual separation, thereafter, helicopters are cleared to enter VFR corridors via Rongsing Park, west end of Jhongsiao Bridge and Yingge.
    2. Departing to the east of Taipei/Songshan AD:
      When VFR helicopter is maintaining 1000FT or below passing Sijhih, IFR departures are allowed to depart.
    3. Departing to the northwest of Taipei/Songshan AD:
      Whenever there is no relative traffic, VFR helicopters are cleared to take off then turn northbound to join the VFR Helicopter Routes H1. Whenever there is traffic concerned, tower shall provide traffic information and maintain visual separation, thereafter, VFR helicopters are cleared to take off then turn northbound to join the VFR Helicopter Routes H1.
  3. Transit:
    Whenever there is no relative traffic, tower shall approve the transit VFR helicopters over Songshan class C airspace. Whenever there is traffic concerned, helicopters are cleared to enroute via VFR corridor C10, VFR Helicopter Route H1 or VFR corridor C2.
  4. Operation over metropolitan Taipei:
    1. Tower cleared VFR helicopters to maintain visual operations upon traffic and shall remind helicopters are mandatory to keep appropriate distance to the restricted area RCR48 while operation.
    2. Holding points for maintaining a safety separation to VFR helicopters and IFR arrival/departure aircraft:
      1. South of Taipei/Songshan airport : at south end of Fuhe Bridge, maintain 1500FT at or below.
      2. East of Taipei/Songshan airport: at east of Sijhih, maintain 1000FT at or below.
    3. For helicopter operations within 3KM south of Taipei/Songshan Airport, except for departure and landing, the minimum flight altitude is 1400FT.

3.3.5.3 Taipei/Songshan active runway 28:

  1. Southwest bound VFR departure/arrival, transit, or operation over metropolitan Taipei: same as RWY 10 operation procedures
  2. Eastbound VFR departure/arrival helicopters: Whenever there is no relative traffic, follow the same procedures RWY 10. Whenever there is traffic concerned, arrival VFR helicopters are cleared to proceed via VFR corridor C2, VFR Helicopter Route H1, tower shall maintain visual separation and provide traffic information, thereafter, inbound arrival VFR helicopter via Bailing Bridge, Dajhih Bridge and land. Same as Departure VFR helicopters.

3.3.5.4 Holding position: Unless otherwise instructed by tower, holding position is north of Guandu Bridge for helicopters commencing VFR north of Taipei/Songshan Airport, south of Fujhou Bridge for helicopters commencing VFR south of Taipei/Songshan Airport.

3.3.5.5 While helicopters commencing VFR within Songshan class C airspace, tower shall exercise reference data from the ASD (Air Situation Display). If tower aware the VFR helicopter is approaching the restricted area RCR48, tower shall remind promptly the VFR helicopter with caution and inform the Department of Security Affairs of the Office of the President within proper time.

3.3.5.6 To prevent TCAS equipped aircraft from doing unnecessary evasion to avoid SVFR helicopters, tower shall provide traffic information to departure/arrival IFR aircraft.

3.3.6 INFORMATION OF RESTRICTED VFR ROUTE

3.3.6.1 Prior coordination with ROCAF shall be done by ATC.

3.3.6.2 In tables and charts,▲ Indicates Compulsory Reporting Point,△ Indicates Non-Compulsory Reporting Point.

3.3.6.3 NAVAID's bearing/distance to reporting points are limited to reference only. For service volume restriction, aircraft flying Restricted VRF Route shall observe VFR rules never the less.
